CONSOLIDATED ANNUAL PERFORMANCE AND EVALUATION REPORT (CAPER) FOR THE FISCAL YEAR 2022 CDBG PROGRAM OF THE TOWNSHIP OF HAMILTON
In accordance with U.S. Department of Housing and Urban Development’s Community Development Block Grant regulations, the Township of Hamilton has prepared its Fiscal Year 2022 Consolidated Annual Performance and Evaluation Report (CAPER) for its Community Development Block Grant Program. This report contains information including: 1) Summary of the resources and accomplishments, 2) Status of actions taken during the year to implement the goals outlined in the Consolidated Plan, and 3) Evaluation of the progress made during the year in addressing identified priority needs and objectives.
A draft of the 2022 Comprehensive Annual Performance and Evaluation Report will be available on the Township’s website from November 21, 2023 through December 6, 2023, as well as in person at the Department of Community & Economic Development offices at 2090 Greenwood Avenue Hamilton, NJ 08650. The public can submit written comments to Hamilton Township Neighborhood Preservation Program, 2090 Greenwood Avenue, Hamilton NJ 08650, Attention: Teregjona Acosta or by email.
The Township of Hamilton will also hold a public hearing to discuss and receive comments on the Township's 2022 Consolidated Annual Performance and Evaluation Report and all other program performance. The public hearing will be held on December 5th at 6:00 p.m. at the John O. Wilson Neighborhood Center at 169 Wilfred Ave, Hamilton Township, NJ 08610.
The Township intends to submit the FY 2022 Comprehensive Annual Performance Evaluation Report to the U.S. Department of Housing and Urban Development on or about December 7, 2023.
Hamilton Township Office of Housing has adopted this plan to provide access to its programs and activities by person with Limited English Proficiency (LEP). A Limited English Proficient (LEP) person is a person who does not speak English as their primary language and who has a limited ability to read, write, speak, or understand English. In accordance with federal guidelines,
Hamilton Township Office of Housing will make reasonable efforts to provide to arrange free language assistance for its LEP clients, including applicants, recipients and/or persons eligible for public housing and other Hamilton Township Office of Housing programs.
The Housing Choice Voucher Program is a rent subsidy program. Participants may pay no more than 30 percent of their adjusted monthly income towards their monthly rent and utilities.
The Housing Choice Voucher Program Waiting List Lottery Enrollment System last opened on Monday, October 30, 2023 at 12:01 am and closed on Friday, November 3, 2023 at 1 I :59 pm.

Hamilton Township has developed a program for Housing Rehabilitation to uplift the quality of its housing stock and to improve the condition and appearance of its neighborhoods.
The primary purposes of the program – to strengthen and preserve the Township’s housing resources – will be accomplished through the use of deferred loans which will make it possible for homeowners to repair and rehabilitate properties on a Township-wide basis in a way that will not abuse undue economic hardship to them. The funding for this program is supplied by the U.S. Department of Housing and Urban Development through the Community Development Block Program in which Hamilton Township is currently participating. Both eligibility and the amount of aid that qualified residents can receive are determined through a sliding scale.
